The 24th Mediterranean Regulatory Authorities Network (MNRA) Plenary Assembly was held in Prishtina, Kosovo, on October 2 and 3, 2025, at the invitation of the Independent Media Commission (IMC) of Kosovo.
Member authorities from fourteen countries and territories around the Mediterranean were present: AMA of Albania, CTR of Armenia, CRTA of Cyprus, Arcom of France, NCRTV of Greece, AGCOM of Italy, IMC of Kosovo, BA of Malta, AEM of Montenegro, ERC of Portugal, AVMU of Macedonia, REM of Serbia, CAC of Catalonia, AEM of Croatia, RTUK of Turkey. Teachers, journalists and media experts from Kosovo also participated in the discussions.
During the plenary assembly, the IMC of Kosovo took over the presidency of the network for one year, and the AGCOM of Italy was elected vice-president. The next MNRA plenary assembly will be held in Italy in autumn 2026.
The Plenary Assembly’s work was structured around several topical issues in media regulation: the protection of minors online, the regulation of online media in the context of the growing use of artificial intelligence, the fight against hate speech and the manipulation of information, and green journalism.
Time was also devoted to the network’s two working groups. For the Media and Information Literacy working group, the Catalan and French regulators discussed their initiatives in the field of artificial intelligence; the Maltese regulator and a Kosovar NGO then presented projects focusing more broadly on media and information literacy. As for the Gender and Media working group, the Catalan regulator presented a report on monitoring the representation of women in televised debates during the 2021 and 2025 local elections in Catalonia; this was followed by a presentation by a journalism professor from the University of Pristina.
