Mediterranean Network of Regulatory Authorities

Permanent dialogue

After the foundational meeting in Barcelona, the second meeting of the Network that took place in Athens in June 1998, has enabled the representatives of the Authorities to discuss the question of childhood and youth protection towards some television programs. This area requires a close cooperation with the broadcasters. Taking national experiments into consideration, the regulators have unanimously pronounced themselves in favour of the introduction of a set of warning pictograms based on the principles of the broadcaster’s editorial responsibility, and the viewer’s information. This set is being progressively implemented in the states which are members of the Network.

During the third meeting of the Network, hold in Lisbon in September 1999, the Mediterranean Authorities have evoked the question of Internet and the new services, in the prospect of the World Regulator’s Summit on “Internet and the New Services” organized in Paris by the Conseil supérieur de l’audiovisuel, under the supervision of the Unesco on the 30th November and 1st December 1999. Among other themes, the granting of authorizations to private broadcasters, the implementation of anti-trust laws, and the use of sanctions by the Regulatory Authorities were particularly discussed.

The fourth meeting of the Network, held in Naples on the 20th and 21st July 2000,  under the presidency of the Italian Authority, was an opportunity for the participants to discuss the introduction of terrestrial digital television. At the occasion of this meeting, a representative of the Spanish Comission del Mercado por las Telecomunicaciones (CMT), and the President of the Israeli Council for Cable TV and Satellite Broadcasting (CCTSB) have taken part in the debate as observers. The presentation of the existing experiments in Spain, France and Greece raised two common questions: on the one hand, the convergence of editorial and technical activities, and on the other hand, the competition of terrestrial digital broadcasting with cable and satellite broadcasting. In addition, the sanction prerogatives of the Regulatory Authorities have been discussed again. The Network expanded to three new members at this meeting: the Cyprus Radio and Television Authority (CRTA) of the Broadcasting Authority of Malta (BAM), and the Supreme Council for Radio and Television of Turkey (RTÜK), bringing the Network to a number of eight members.

The fifth meeting of the Network was hold in Malta in 2001. The National Council for Radio and Television of Albania (NCRT), the Telecommunication Market Commission of Spain (CMT), as well as representatives of the European Platform of Regulatory Authorities (EPRA) participated as observers in the exchanges. The membership of a ninth member was formalized on this occasion: the Council for Cable TV and Satellite Broadcasting (CCTSB) of Israel. The participants discussed the role of the regulator in the era of convergence. The question of the convergence of regulatory authorities, with Italy as an example, has also been examined. The other topics brought forward concerned the protection of minors, and the developing of Real TV.

The sixth meeting of the Network took place in Nicosia on the 22nd and 23rd January 2004. Representatives of the Second Israeli Authority for Television and Radio (SATR), as well as of the Information Ministry of the Palestinian Authority participated as guests. Debates were hold on the topics of the regulation of satellite broadcasting in France and in the European Union, and the transition from analogue to digital broadcasting. The Permanent Secretariat of the Mediterranean Regulatory Authorities Network, further ensured by the French Conseil supérieur de l’audiovisuel in association with the Catalonian and Cyprian Authorities, became a General Secretariat on this occasion. The Network enlarged to two new members: the National Council for Radio and Television of Albania, and the Comission del Mercado por las Telecomunicaciones of Spain.
