NCRTV (National Council for Radio and Television)
Foundation, status, juridical basis
The National Council for Radio and Television is the Greek independent administrative authority which supervises and regulates the broadcasting sector. It was established further to Law no.1866 of October 6th 1989 amended by Law no.2863/2000 and Law no. 3051/2002.
NCRTV is comprised by seven members who are nominated by the Conference of the Presidents, a special body of the Parliament in charge of the nomination of the independent authorities, and in which all political parties are represented. The nominees have to be elected by 4/5 of the members of the Conference of the Presidents. The members of the Authority are appointed for a period of four years, renewed once, and enjoy absolute personal and operational independence in the performance of their duties guaranteed by the Constitution, according to the last (18/04/2001) Revision of the Constitution (Article 15 §2).
The NCRTV sends an annual report to the President of Parliament which is also available to the press and the public in general through the Authority’s official internet site.
The NCRTV members are persons of high status, enjoy social approval and are distinguished for their scientific expertise and their professional ability in the legal, academic and mass media field. They are regularly invited by the ¨Parliamentary Commission for Institutions and Transparency¨ to hearings at the Parliament. For the present, 50 people are working for the National Council for Radio and Television.
The Authority’s services are organized in four main divisions: the legality and licensing department, the department for transparency and competition΄s supervision, the department for programs´ quality and human rights protection and the administrative and technical services department.
